The limit is on project count and publish count. The free tier only keeps 2 projects, only publishes 1 app, and the URL can only use a *.floot.app subdomain — you can't connect your own domain. In short, what the free tier produces isn't suitable as a real public-facing site, more for practicing.
(eyes lighting up) But there's one design choice I genuinely love — 100 actions a day, and failed ones don't count. The official site spells it out clearly: failed actions never count. The most common thing that happens with AI site-building is you break something and have to redo it — other services still deduct your quota when that happens, but this one doesn't! It also gives you 3,000 starter credits to use once your app goes live — among similar tools, that's the most user-friendly rule I've seen.
So, do you need to pay or not?
For learning or small internal tools, the free tier's 100 actions/day plus not counting failed actions makes real usability higher than it looks on paper. For a proper public launch with your own domain, you'll need Pro at US$25.

Watch out for this
「每天 100 個 actions」在同類工具裡算大方，而且**失敗的動作不計次**這點很少見。但真正的限制在後面：**免費帳號最多只能保留 2 個專案、1 個上線 App**，而且只能用它的子網域、成品帶 Floot badge。做第三個專案就得先刪掉舊的。
